The proposed field of membership expansion would include those who work or reside in Baker, Clay, Duval, Nassau, or St. Johns Counties, Florida. The five counties are replacing the current field of membership area defined as bordered on the west by U.S. Highway 301 and on the east by the Atlantic Ocean.
