The proposed field of membership expansion is for up to 250 new members per calendar year in the following counties combined: Bay, Calhoun, Escambia, Franklin, Gadsden, Hamilton, Holmes, Jackson, Jefferson, Lafayette, Leon, Liberty, Madison, Okaloosa, Santa Rosa, Suwanee, Taylor, Wakulla, Walton, Washington, who are unable to qualify for membership by any other means.
